"How to change Computer languages?"

Here there are two kinds of language we use. One is the Whole Operating System Language such as WINDOWS XP, VISTA,7, 8, 8.1, 9 or, something like these & aonther is any application language such as MICROSOFT WORD, excel or, something like these.

To change both of these language, you must need to go to the Computers "Control Panel" then click on the "Regional & Language Option/ Clock"

"Keyboard Layout/ Any Apps Language"
Click on the "Language" then Details, here there 2 sections. one is the "Direct input Language" & another is the "Installed Language Service" Click on the first one, there is a list of many Languages. If your expected langualge is available here, just select that one. You need to select the Keyboard layout also to wright properly.
If there is no language as you expect, you need to download that language file from CD or Internet. then check/ tick on the "Install files for complex script & right to left language" in the "Supplemental language support" section.then click on the apply button. in this time there will be a pop up window click ok, if you inserted CD on the CD rom, the system will check on your inserted CD automatically, if you want to use any file which is in your computer, just click on the browse button, select the destination file in the right folder. You must restart your computer to work properly.
To add or remove Language, you need to use the "setting" features of the "details" in Language features.
